>> we're trying to get to new york at 4:00 yesterday. and just as we were going through security they said, all flights are canceled. >> reporter: 200 planes are at a standstill. coated in snow and ice. >> our focus has to be on safety. getting the airport running again as quickly as possible. >> reporter: travelers are getting frustrated by the hour. >> people getting short-tempered because nobody's directing people to the right area. >> reporter: with more heavy snow on the way, heathrow is hoping to be operational. but over the next couple of days they say they'll have a significantly reduced service, creating major headaches for holiday travelers. lama hasan, abc news, london. there is concern at the highest levels of u.s. security this morning over the worsening tensions between north and south korea. the south has been launching live-fire military drills despite a threat of retaliation by the north. the brief exercise took place on the same island that was

attacked by the north last month. people living on the island have now been ordered to evacuate. a group of 9/11 responders plans to gather outside the white house tomorrow. they'll be urging president obama to get involved in the fight to pass a bill to help people who became sick after working in the dust of the world trade center. backers of a bill in congress say they're optimistic the senate will approve the measure before the lame duck session comes to an end. also on the table in the waning days of this congressional session, the nuclear treaty with russia. a vote on the measure is expected this week. it follows quite a winning streak for the president. david kerley reports. >> reporter: after legislative victories on the tax bill and repealing the don't ask, don't tell policy, president obama has his eyes on a third prize. probably his biggest. >> ratifying a treaty like s.t.a.r.t. isn't about winning a victory for an administration or a political party, it's about the safety and security of the united states of america. >> reporter: even so, the proposed arms control treaty with russia, cutting hundreds of

nuclear warheads on each side, would be another feather in mr. obama's cap. the democrats have enough votes for senate passage? >> i believe we do. >> reporter: republicans opposing the treaty claim it would restrict u.s. efforts to develop an anti-missile defense. >> i've decided i cannot support the treaty. i think the verification provisions are inadequate and i do worry about the missile defense implications of it. >> what are we doing here on a sunday afternoon? this was a flawed process and a flawed treaty. >> reporter: the white house is still celebrating saturday's repeal of the don't ask, don't tell policy. >> it's a great day for this country. it's a great day for, you know, our history. >> reporter: for the first time, gays and lesbians will be able to serve openly in the military. but not immediately. margaret witt was once a flight nurse. the air force discharged her after learning she's a lesbian. she'd like her job back but has to wait because the pentagon must certify that ending don't ask, don't tell won't adversely affect the military, then observe a 60-day waiting period. meanwhile president obama is

welcome back, everybody. monday morning, time for "insomniac theater." we saw two movies that are getting a lot of oscar buzz. i thought you would get into this a little bit more. "the black swan" is the "it" movie of the season. >> i know i lost some credibility when i gave "burlesque" four stars. i'm continuing down this same path. everyone loves this movie and i wasn't the biggest fan of it. so the basic premise of the movie is natalie portman is a new york city ballerina who's completely consumed by dance. she dreams of playing the lead role in the ballet "black swan" which means she has to be the good, sweet white swan.

and the evil black swan. you sort of watch her metamorphosis which is assisted by another ballerina. ♪ >> attack it, attack it, come on! >> well. good of you to join us. >> sorry. >> girls, this is lily. straight off the plane from san francisco, she's filling rebecca's old spot. >> hey. >> get warmed up. >> that's okay, i'm good. >> i'm giving this movie 3 1/2 kernels out of 5 because even though i didn't get it, i thought it did a wonderful job of building suspense and it was unlike any other movie i've seen in a while and the acting is absolutely phenomenal. it's a very artsy movie so if you're not into that artsy thing, like my husband who was upset he was dragged to it, you're probably not going to like this movie very much. >> i saw "the king's speech" which is not too bad. basically king george vi of england, speech impediment at a time the country's close to war, the backdrop of the great depression, it needs a leader but this guy's had an impediment

are on a hot streak. they're now passing bills that had been stalled for weeks. >> over the weekend the don't ask, don't tell ban on gays serving openly in the military was lifted. now they're working on another one of the president's top priorities. david kerley reports from washington. >> we got snookered. >> reporter: despite republican protests -- >> we got snookered on missile defense, we got snookered on verification -- >> reporter: the senate is on the verge of approving a new nuclear treaty with russia even though the top republican just announced his stand. >> well, i've decided i cannot support the treaty. >> reporter: the new s.t.a.r.t. treaty would build on earlier versions. reducing the number of warheads and providing verification on both sides. on abc's "this week," even the top republican on the foreign affairs committee admitted the democrats will win. >> several republicans will support it. and i join the chairman in believing that there are the votes there. >> reporter: that will be another big victory for president obama. that was san francisco after the senate voted to repeal the 17-year-old don't ask, don't

tell policy. meaning gays will now be able to serve openly for the first time ever in the u.s. military. the gay rights groups are warning members of the military to stay in the closet for now. >> our advice today is, it's still not safe to come out. unfortunately, this law is still on the books. hopefully it will go away in a few months. >> reporter: that's because the president's signature will not lift the restrictions. first, the pentagon will have to certify that ending don't ask, don't tell won't adversely affect the military. and then there is a 60-day waiting period. many view the repeal as this generation's civil rights breakthrough, comparing it to the integration of the military back in 1948. and as with that change, some, including margaret witt, a major discharged after 18 years of service when the air force

learned she was a lesbian, will wonder why it took so long. >> it's going to be a non-event. we're finally going to be able to move past this. stay focused on our mission and just move on. >> reporter: it's expected the president will sign the repeal of the don't ask, don't tell law sometime this week. and he's expected to get that vote on the s.t.a.r.t. treaty in the next couple of days. david kerley, abc news, the white house. in other news this morning there's an even higher level of concern, higher than usual, over tensions between north and south korea this morning. the south has been launching military drills on the same island that the north attacked last month. dozens of people living on the island have now been told to evacuate. north korea has threatened to retaliate because of those drills. also overseas this morning an american tourist was stabbed to death while hiking in israel. the victim's friend was also attacked but she managed to escape. now police are looking for the two men believed to be responsible. the bbc's wyre davies reports from jerusalem. >> reporter: dozens of police officers searched the heavily wooded forest south of jerusalem on horseback, on foot, and in

vehicles. thinking they may have been dealing with an abduction. they came across the body of a female american tourist. she was bound and had multiple stab wounds. found not far from the spot where she'd been reported missing after going for a hike with her friend, a british-born tour guide, kay wilson. >> the early hours of this morning, sunday morning, we discovered the body of a woman behind me. forensics are working at the scene at the moment and the investigation is continuing. >> reporter: it appears that kay wilson and her american friend were walking in these woods near jerusalem and on well-worn forest trails when they were attacked by two men. she later told police they were bound, beaten and stabbed. according to miss wilson, she played dead. and while her friend was dragged away into the bushes by the two men, she escaped to the nearby road where she was helped by some passers-by. the 46-year-old who emigrated to israel several years ago is recovering at jerusalem's main hospital but gave some details

of the attack to a local news agency. she said, "i was very scared. one of them took the star of david from my neck and then stabbed me 12 times. i pretended to be dead and then threw myself down a slope, my hands tied behind my back." naming the dead tourist as christine logan, israeli police said they were hunting for two arabic-speaking men but as yet had no clear motive for the murder. in mexico, a massive oil pipeline blast has killed at least 28 people, half of them children. investigators say oil thieves caused the disaster, sending burning crude to the streets of the nearby town, scorching literally everything within three miles. theft is a huge problem for mexico's state oil company which loses as much as 10% of all its oil every year. in suburban houston the demolition of two buildings on the site of a sugar refinery did not go as planned. as you saw, the first building

came down without a hitch. but the second building, a light-colored structure, you saw it on the left, just kept standing even after a second round of dynamite. then suddenly it came down, catching everyone by surprise, including the cameraman, waiting for it to fall. >> well-built building. now to the weather and a massive storm system pummeling the west. the heavy rain started before the weekend but there are several more rounds still to come. that's especially bad news for california which already has more than it can handle. yunji de nies has more. >> reporter: after days of nonstop rain, the water seems never-ending. mary dotson is trying to move one step ahead of the mud. >> this has the potential of coming up level with this other wall. that way when the mud comes down thatoteion. n the mud comes down >> reporter: like so many in los angeles county, dotson's home is on a hillside, barren after summer wildfires, with perfect

conditions for mudslides. here's why. when rain falls continuously on a slope with little vegetation to hold the land, the water loosens the soil. and once mud starts flowing it can move up to 60 miles an hour. how much time do you have before the mud comes? do you have any kind of warning? >> very little warning indeed. you can actually hear the material coming down the hill like an avalanche. >> reporter: the rain is causing major problems on roads. >> pretty rough. slippery. my tires aren't the greatest. so just a little challenging. i think it's getting worse by the minute. >> reporter: the california highway patrol reports five times the typical number of accidents. >> it isn't worth it. >> reporter: in the sierras, officials say there is a high

danger of avalanches along the steeper slopes. people across the country in syracuse, new york, can relate. that city is on its way to having the snowiest december on record with nearly 72 inches already on the ground. what's hitting the west coast could soon head east. residents are being asked to move their cars off the streets just in case there is any falling debris, and to be ready to evacuate should the call come. yunji de nies, abc news, north of los angeles. and those storms you just saw could actually slow down holiday travel plans for millions of folks. >> we turn to accuweather's jeannette calle for what is in today's forecast. good morning, jeannette. >> hi, there rob and vinita. excessive rain and snow will continue to hit the state of california. it started friday, continued into the weekend. we're still expecting to see heavy rain and snow through at least the middle of this holiday week. this is all due to a series of disturbances coming in from the pacific. so far, the l.a. area has picked up close to 3 inches of rain and the valleys of southern california through at least tuesday could pick up an

additional 2 to 4 inches of rainfall. flooding and mudslides along the california coast will be a problem through at least the middle of the week. also heavy snow in the sierras. we're forecasting through monday night from 6,000 to 6,500 feet, an additional 6 to 12 inches of snow. above 8,000 feet in the sierras, we're forecasting anywhere from 3 to 5 feet of additional snowfall. meanwhile, in the northeast, the major cities -- new york city down into philadelphia and d.c. -- escaping the snowstorm. most of the snow will hit eastern areas of new england. boston may pick up a couple of inches. the heaviest will hit the state of maine. where we're forecasting 3 to 6 inches there later tonight into tomorrow. rob, vinita? >> thanks, jeannette. here's a look at the rest of the weather around the country. showers in the pacific northwest. and some heavy snow in the cascades and rockies. up to 8 inches of snow in the upper midwest. windy and chilly in the northeast. >> 30s from boston to baltimore. 65 in new orleans. dallas is the hot spot getting up to 74. 44 in kansas city. a snowy 30 in chicago.

the hardwood. >> they have won 88 in a row. >> reporter: before today only one other team had ever won 88 in a row. in this sports-obsessed country, a winning streak this long would normally dominate the headlines. why so little attention, then, for the university of connecticut women? >> with everything going on in men's sports we're just not going to hear much about this. it's the reality of our time, that there's so much else going on in sports, that the women will get short shrift. >> reporter: when the ucla bruins won 88 straight nearly four decades ago, those players were revered. their late coach, john wooden, idolized. we still talk about their streak. >> if this was a men's basketball team, we would have had saturation coverage. it would have been all over the news. countdown clocks, grainy retrospectives. it would have been everywhere. grandmothers in topeka and tupelo would have known about this. >> reporter: some sports fans argue it is not a fair comparison.

weekend was the repeal of don't ask, don't tell. so a lot of celebrities, even politicians, immediately went on twitter to kind of celebrate the news. give you a little sample of what was out there in twitter land this weekend. lady gaga jumping on the bandwagon early on. there's a picture of her tweeting. can't hold back the tears and cried, we did it, our voice was heard, today the senate repealed dadt. a triumph for equality after 17 years. i'm so proud to be american. i wish i was home so i could throw a parade. we're on the way to full equality. guess of all people who actually tweeted her directly back, you'll never guess. senator harry reid of nevada tweeted gaga right back. i'd never put those two together. we did it, don't ask, don't tell is a thing of the past. ellen degeneris jumped on the bandwagon too. thank you senators for pushing us one step closer to full equality. neil patrick harris was out there tweeting. don't ask, don't tell repealed! so proud of congress for making the right decision. now all soldiers can serve with integrity. a great day. kelly osborne chimed in. cyndi lauper, kathy griffin, katy perry.
